While it has always been good practice to actively consider the needs of disabled and older people in the design of systems, objects and environments, much inequality has remained within our society due to failure of designers to consider the needs of the widest range of users and customers.  The Disability Discrimination Act 1995 now requires all organisations (large and small) to actively consider the needs of disabled and older people when designing products, systems and environments to provide fair access to goods, facilities and services.
